Man responsible for death of 10 yet no life sentence for him!

So back in 2006, this human smuggler ran from bp to avoid getting caught.  His vehicle rolled over & 10 passengers were killed in the accident.  However, this guy didn't get punished for life in prison.  Who knows what his punishment was but I don't think this is right!  Whether he intended to kill them or not, we're talking about 10 people here, including a pregnant girl & her child.  Those people's family are devastated & they can't punish the guy responsible?!!  I know they were illegal immigrants but they didn't deserve to die because of it.  What do you think?
